In order to apply for a long-term visa, a job, immigration, or residence status, Indian passport holders must first obtain a PCC, also known as a Police Clearance Certificate. The certificate serves as official documentation proving that a person had no criminal history when going overseas. However, individuals who are going abroad on a tourist visa won't be given a PCC.


Documents Needed for Police Clearance Certificate

When it comes to documentation, there are two types. The documentation varies on the basis of the following type of applicants: 

  • Going to Emigration Check Required (ECR) countries in terms of employment 
  • Emigrating to non-ECR countries 

Going to ECR Countries for Employment Purposes

For skilled or semi skilled workers

  • Old passport along with self attested scanned copy of its first and last two pages, ECR or non-ECR page, and observation page. 
  • Proof of present address 
  • Self attested copy of the employment contract with a foreign employer 
  • Photocopy of a valid visa in English translation. 

For skilled or semi skilled women workers more than 30 years old

  • Proof of your present address 
  • Old passport with self attested copy of its first and last two pages, ECR or Non ECR vation page 
  • Self attested copy of the employment contract with a foreign employer 
  • Photocopy of a valid visa in English translation 

For skilled or semi skilled workers through a recruiting agent

  • Old passport with self attested copy of its first and last two pages, ECR or Non ECR page, and observation page 
  • Proof of your present address 
  • A copy of valid registration certificate issued by Ministry of Overseas Indian Affairs, protectorate of Emigrants, and Indian Government 
  • Copies of original employment contract, demand letter and power of attorney from a foreign employer which are duly attested by a Recruiting Agent 

For unskilled individuals or women through a recruitment agent

  • Employment contract copies, power of attorney, and demand letter from foreign employee 
  • Copy of registration certificate issued by the Protector of Emigrants (POE)  

How to Apply for PCC Online?


The online PCC application submission is a simple process. The steps to be followed are outlined below:

  • Step 1: Register on the Passport Seva Portal and login to your account.
  • Step 2: Click on the Apply for Police Clearance Certificate link.
  • Step 3: Fill up the form that comes up and submit it.
  • Step 4: Next, browse to ‘View Saved/Submitted Applications’ option on your screen and click on the option titled ‘Pay and Schedule Appointment’.
  • Step 5: You will need to make the payment online as it is mandatory. Payment can be made through any credit card /debit card, internet banking of the State Bank of India (SBI) and associate banks or through SBI bank challan.
  • Step 6: Now, select the appropriate option to print the application receipt, and write down the application reference number or appointment number.
  • Step 7: Be present on the day of appointment with all the required documents.

No, only one Police Clearance Certificate can be issued per application form.

No, there is no age limit to avail a Police Clearance Certificate.

A Police Clearance Certificate can be issued to minors only if it required by a foreign government.

Foreign nationals who reside in India can obtain a Police Clearance Certificate from the District Police or the Foreigners Regional Registration Officer (FFRO) office. The Indian Mission may attest the copies after receiving the original.

Indian citizens living abroad can obtain a Police Clearance Certificate by first obtaining the application from the Indian Mission's official website, filling it out, and sending it along with the necessary supporting documentation to India's Passport Issuing Authority (PIA). The Indian Mission will issue the PIA after receiving the status report from the PIA.

To obtain a Police Clearance Certificate, you must possess a valid Indian passport and proof of address. Your current address must match the address mentioned on your passport and other documents.
